We the American Citizens submit a Legislative Bill to Protect Us from Elected Politicians, hold them Accountable for Representation and to reclaim the power of the people and the United States Constitution.

Congressional Politicians in the U.S. Senate and the House of Representatives are elected to Political Office to represent the constituents from the State Districts they are from. These political representatives are elected to carry the voice and will of the people who support them and elected them to Congress in Washington D.C.

The U.S. Constitution lays out rules and guidelines for the United States Congressional procedures for the actions of making laws, protecting laws, representing the American people and protecting the rights of all American citizens.

It has become apparent that our elected Congressmen and women have decided that they do not have to follow the will of the people that elected them or the U.S. Constitution to the letter of the Law in Legislative sessions to create new laws, change laws and affirm them into a National Law.

Our Politicians are empowering the Federal Government to rule and control the Citizens of the United States. Big Brother Government is gaining more authority over individual rights that were once protected by the U.S. Constitution. We must find ways to to hold our Political Representatives accountable for their actions in Congress. We need Laws to reign them in and put the Politicians back to serving the people, not bigger Government.

Obama Health Care Reform by Back-Door-Deals

The Obama Health Care Reform Bill being pushed by House Speaker Nancy Pelosi and the Democratic Party is a prime example of one Political party, the Democratic Congressional Politicians forcing their will on to the American Citizens with no regard of the consequences to the Individual, Business or the National Debt Deficit. Constitutional articles are ignored and “gimmick procedures” are used to push through a Legislative Bill that will force all Americans to financially support a corrupt Health Care Industry.

The will of the people was to reform the Health Care Industry, not "reform the people" for the Health Care Industry!

Our Elected Politicians have taken upon themselves to make Legislative decisions without following the Will of the People they represent. Our Legislative Branch of the United States Government has become a voice for Lobbyist, Special Interest Groups, Activist, Corporations, Industry, Unions and Political Party instead of serving the people who elected them into Political office.

It is time that We The People take a stand and make our voice heard. We The People want the United States Constitution to be upheld as it is written to protect all individual rights and liberties. The U.S. Constitution protects State Sovereignty from the Federal Government control. It is time for Individuals and the States to reclaim the powers guaranteed by the U.S. Constitution.

Legislative Bills are constantly introduced to Congress for discussion, debate and affirmation to become Laws. Only elected Politicians in Congress are allowed to introduce Bills to Congressional Sessions.There needs to be a Legislative Bill introduced and passed into Law that will protect the will of the people.

Our Congressional Legislators would be wise to learn from this Children’s Schoolhouse Rock Video on How a Bill Becomes a Law. How sad that children have a better understanding of the Constitutional Law process than Adult Politicians!

I have some ideas for Legislative Bills to help control our Politicians in Congress.

Let’s make it Law that the Elected Political Representative of constituents must follow the will of the people. Make politicians that break away from the will of the people accountable by Law with consequences for their actions.

Let’s enact Term-Limits to limit the time it takes for the corruptness of Politics in Washington D.C.to take hold of any elected representatives.

Let’s make the ability for Congress to pass Laws to be Only for one topic/Issue at a time. No more adding dozens of secretive amendments, pay-outs, kickbacks, etc.

Let’s make a Bill that makes it “illegal” again to usurp the authority of the U.S. Constitution by banning procedures such as Reconciliation, Deem as Passed and the Slaughter Rule. Make the Constitution the Only resource for Law making.

Let’s make a Law with severe consequences for those elected Officials that give in to the Lobbyists, Special Interest Groups, Corporate America, Industry, etc., in place of serving those who sent them to Congress.

The First Legislative Bill I would like to Submit to the U S Congress


“Accountability of Elected Politician to Constituents”


Article 1.--- All elected U.S. Congressional Politicians to vote in Legislative Sessions per the voice/votes of their constituents.

    A. When a legislative Bill comes before the U.S. Senate or the U.S. House of Representative for debate and then for affirmation by a recorded vote, is shall be:

         1. Informative, written and clear explanation of the Legislative Bill presented to all constituents (without prejudice to political party affiliation) in the Politician’s District for a minimum time frame of 6 months.

         2. In each U.S. Congressional Political District will be a voted on by constituents to instruct their Congressional Representative how such person will debate and vote on any bill introduced in the House of Congress.

    B. Elected U.S. Congressional Politicians will be bound by Law to fairly and accurately represent the votes of the constituents in his District.

    C. Political debates and votes on all Legislative Bills by elected U.S. Congressional Politician shall be publicly available to all constituents in his District.

Article 2.--- Elected U.S. Congressional Politicians Found Guilty of Misrepresentation of Constituents in Congressional debate and vote for Legislative Bill not supported by Constituents shall be brought before his Constituents of representative District for Legal charges and Immediate Impeachment.


    A. Any Elected U.S. Congressional Politician charged with misrepresenting his Constituents shall be brought before his Constituents in a State Legislative Session.

    B. The Legal Charges of Misrepresentation and Impeachment proceedings shall be overseen by the State Governor, State U.S. Attorney, House Speaker, Senate Leader, and a panel of selected Constituents from the district.

         1.The panel of District constituents shall represent each section of the district evenly and fairly. This panel of Constituents will be selected by voters in the district.

         2.The District Constituents Panel for U.S. Congressional Politician Impeachment shall consist of a minimum of 12 persons with 4 alternates. The constituent panel will be balanced per race, gender, education and economic structure of the District.

         3. Potential Constituents Panel members shall meet listed qualifications:

           a. legal resident of State and district of Congressional Politician for a minimum of 5 years.

           b. be an age minimum of at least 30 years old at time of selection,

           c. fluent in speaking, reading and understanding the English language.

    C. Penalty and Fines for Charge of Misrepresentation of Constituents.

         1. Immediate Impeachment and Removal from Political Office and immediate termination of salary and all benefits.

         2. A guilty verdict of Misrepresentation by an Elected U.S. Congressional Politician shall be classified as a Felony Charge and carry a 30 day imprisonment in the Jail facility of the District of elected office, a 2 year probation, fines not less than $25,000 and not more than $100,000, and 5,000 hours of community service scheduled throughout the district of elected office.

         3. A guilty verdict of Misrepresentation by an Elected U.S. Congressional Politician shall take away any eligibility for any public office employment or service.

The Second Legislative Bill I would like to Submit to the U S Congress


“All Legislative Bills Introduced in Congress shall be Singular in Topic and Passed without Additions or Attachments”


Article 1.---All Legislative Bills submitted for consideration, discussion, debate and affirmation shall be specific to a singular specific issue.

    A. Multiple topics/issues attached or amended to “introduced Bill” will NOT be allowed.

        1. Exception for Amendments: article 1 (a)1-Where amendment reflects the voice/vote of the constituents in the Politician’s district and is for clarification only of said bill.

    B. There will be no attachments, incentives, compensations, privileges, endorsements, or any other Legislative Bills or actions added to the singular topic/issue of said Bill.

The Third Legislative Bill I would like to Submit to the U S Congress


“Term-Limits-Lifetime Benefits Limit for Elected United States Congressional Office”


Article 1.--- Elected National Political Office Term Limits

    A. Upon ratification of this Legislative Bill, U.S. Congressional Term Limits and conditions thereof will become effective immediately for new political candidates and retroactive to last election for all political incumbents.

    B. Elected U.S. Congressional Politician shall not serve more than 2 elected terms in political office or 8 years in elected Congressional Office.

         1. Time served in U.S. Congressional Office vacated by Incumbent for any reason shall count towards the Time Limits per this legislative Bill for Elected Politician to fill vacant Congressional seat.

    C. Elected U.S. Congressional Politician Lifetime benefits such as Salary, Insurance, retirement contributions and all other Congressional benefits paid by taxpayers shall end immediately after completion of Term Limits as set forth in Article 1(b) or after leaving elected office.

The United States Constitution

The Fourth Legislative Bill I would like to Submit to the U S Congress


“Unconstitutional Legislation Bill Passage”


Article 1.---U.S. Congressional Actions such as Reconciliation, Deem as Passed Process, The Slaughter Rule and any other such procedures practiced by Congress to enact Legislation other than following the Rule of the U.S. Constitution in Article 1 section VII shall be banned from Legislative processes.

A. Terms of Article 5 will be retroactive back to January 1st, 2010. Any Legislation passed by any of these procedures listed in Article 5 Title will be stricken from the Legislative records and may be resubmitted for Congressional consideration following Constitutional Legislation procedures and must be affirmed per U.S. Constitution Article 1, VII.

The Fifth and Final Legislative Bill I would like to Submit to the U S Congress


“Congressional Vote Compromising and Selling”


Article 1.--- Contributions, Gifts, Kick-Backs, Favors and any type of Financial Benefits, Personal Benefits from Lobbyist, Special Interest Groups, Activist, Corporations, Unions, Political Party or Industry shall be Banned and considered a Federal Felony if convicted.

     A. Penalties and Fines of conviction shall follow the Federal Felony statutes on Government property for crimes such as bribery, extortion and embezzlement.

Politician Accountability Law---"Deemed As Passed!"

Since we all know there is no way that Politicians would ever introduce, debate or even consider a Legislative Bill to hold themselves accountable to the American Public, then by "example/action of Congress:

I and all U.S. Citizens should just "Deem As Passed" my Bill suggestions and make them Law immediately!

If Congress can do it...Why not the American Public?

Conclusion: Hold Politicians and U. S. Government Accountable

The Health Care Reform Bill is the main legislative issue in the U.S. Congress at this time. Many are opposed and some Americans support the Health Care Bill. Battle lines have been drawn by political parties and the U.S. Constitution is being set aside to push a Legislative Bill that makes a mockery of the United States Constitutional process.

The “Real Issue” should be the Constitutionality of the process, not just the Health Care Bill. The Health Care Bill has brought to the public light how corrupt the Political arena in Washington D.C. really is. From strong-arming, promises, lies, buying and selling Congressional votes, smear tactics, name-calling, false propaganda is rampant in all levels of the U.S. Government.

It is time that all Political Leaders get back to representing the American People. It is time to preserve the U.S. Constitution. We the People need to take our place as American Citizens and hold our Government accountable for their actions!

Thanks Tom. I fear many will just take this article as just a jab at health Care, but it is about Congress and Politicians!!! The Health Care issue has exposed publicly what has been happening all along in U.S. politics.

Our Politicians Must be held accountable. They will vote for Bills to become laws to cost us the American people, but will not take away from themselves, but will give themselves pay raises.

Thanks voice and Maita. Our elected officials need to get back to representing the people that elected them. Serving a party affiliation and lobbyists, special interest groups, corporations, business needs to end.

Term limits are a bad bad deal. We have them in the city where I work. The city council is term-limited out every few years, so no one cares what happens after they leave. They destroy the budget and enact absurd laws because they know they won't be around to feel the heat. They frequently quit long before the end of their last term in order to take a better job and to get a crony in their seat so that guy can garner some name recognition and campaign as an incumbent.

We have to be grown ups and vote for candidates with integrity on sides of the aisle. We can't enact laws to do it for us.

Thanks for responding with a different view Nicomp.

In Arkansas the term-limits have been great for this State. We now keep a balanced budget. There is a change in the "good-ole-buddy system" lessening the control of the State's government to a certain group. It allows the people a greater voice. I believe it to be good for the same reason in Washington.

And yes, everyone should make "grown-up" as you suggest decisions. That is why it is best to research a candidate and vote for the person, not the Party or just against another person or party.

But Laws to hold them accountable and term-limits would make them think twice before making legislative decisions and I will hold to that idea. It works here.

Amen. I'm happy this wasn't a dig at the Democrates like many hubs are, but a dig at politicians as a whole. Digs at a party, I feel, are counter productive, politicians in general are taking advantage of the ignorance and blindness of the people. We The People should do something about it and you have made excellent points and have some good ideas. Great hub, I give it an A+. Now how do we ,FOR REAL, fix it?

Hello jfhuntsr. You are right that the problems in politics is not about one political party. The real issue I see it the "practice of politics" in D.C. The politicians are under a lot of pressure from others that they do not represent such as lobbyists, special interest groups and the like.

I wish there was an easy fix, but the problem has become so big over a long period of time. Lol, I wouldn't last in elected Office...the people in Washington politics would not like my views or ways of doing things.

Michael there is some great solid analysis here. We the voting public have some responsibility here too. We were in a haze of comfort with our big SUVs and HDTV and the E Entertainment mentalty to worry about what was goin on up on the hill there. And now we are faced with challenges the likes that most of us have never faced. At least we are getting over the apathy now. But we allowed it ! And both parties are culpable.

We allowed big business and special interest to call the shots to long !

And I do love the laws you propose. Now we need to get some people in there who will enact them ! Its gonna be a long hard road for us regular folk to get our country back , but we better get on the ball.

Just complaining about things we have disagreed with in the past and not standing up to make a difference with our voices and Voting has brought us to the point.

This was great....its not about being a democrat or republican or conservative or liberal, it's about the issues and the unconstitutional way they are trying to pass the health care bill. You are so right. The people have spoken loud and clear on a lot of the issues they do not want passed in this bill and no one is listening. If we would implement your ideas there would be a lot of congressmen on the unemployment line! We need to take back America - before it's too late. Thanks for sharing this information with us.

Yes, Michael we have waited too long and tony0724 is right also. But with the media distorting the facts or taking sides and with so much corruption everywhere, who do we believe? I personally don't believe a word I hear on FOX, and CNN is questionable as well. Even the local newspaper leans left or right. Everybody that has any influence at all spews only what they feel is the truth depending on which way they lean. We can't get a good factual assessment on any single topic, especially an assessment that makes since to the average American. Why can’t we simply clean house, fire the whole damn lot and start over again? That’s rhetorical but you get my drift. I get so upset sometimes I just don’t know which way is up.

Who has enough money to finance a campaign? And, is willing to run for office as an indepedent? Step up and lets get things going.

Thanks Whidbeywriter. That's my main point in the article. It is not just about one political party. It would be easy just to unleash on the Democrats alone, but it is every political party.

We have got to find a way to get their attention back on the best interests of the people that have elected them into office.

jfhuntsr--I take anything I read in the newspapers and TV news with a grain of salt. You are right about the media sources tend to favor one side or the other.

Back in late fall, I did read through the online versions of the house bill and the senate bill. I also looked at what I could find of the Republican proposal.

Talk about a headache and it was difficult to even make out what they were even trying to write about many times. I did find a lot of great points, but many that made no sense or I could not agree with at all.

I tried to open the pdf file that was posted online before the vote, but it wouldn't download after the 2nd page.

Well, what I knew would happen after this Health Care Bill passed is happening. I read an article on the local News site I am a blogger on today that the Insurance Companies are planning for rate hikes already. So much for Obama and his promise to make health care more affordable!!!

Wow, Michael..Love this Hub, and I love your Bill ideas! I find it appalling that we Americans have no recourse to holding our Congress and polititians accountable for their actions and decisions! I cannot even say that a person's vote counts anymore, with the buying of votes and shady dealings going on in Washington. I look forward to more Hubs from you!

The one request/idea per bill is perfect. Term limits, yes. Clarity in bills needs more definition, too vague. (Page limits might be a good idea - haha). I also like a no exception clause in all of it - what they vote they also must live by otherwise they are no different than a royal class. Where do I sign?

You have many good points here - our "servants" are now our masters, not accountable to anyone but themselves.

At the same time, we tend to have the government we deserve. The people vote in the scoundrels that lie and steal from them, and keep right on doing it! We must change the people before the politicians change, and it will then become a moot point.

About the only thing I disagree with is that politicians must vote according to their constituents will. A politicians real job is to govern the country and most people will vote for any politician that can get them more of someone else's money. This is contrary to the needs of the country as a whole and must be curtailed. A good politician (very rare) will occasionally have to vote against his constituents because the wants of a few are contrary to the needs of the country as a whole.

It is more obvious in today's Congress, that all politicians are only interested in the "party affiliations, partnerships, endorsers and political buddies."

The politician will say what he or she thinks will garner them votes, then when elected they voters are shut-out and the "powers-that-be" in Washington D.C. just keep the ball of Big Government rolling.

Congress will not hold itself accountable. We the people are responsible for that. Remember to vote in the elections.

Great Great hub! As an animal lover I look at it from another perspective.

The English language has some wonderfully anthropomorphic collective nouns for the various groups of animals.

We are all familiar with a Herd of cows, a Flock of chickens, a School of fish and a Gaggle of geese.

However, less widely known is a Pride of lions, a Murder of crows (as well as their cousins the rooks and ravens), an Exaltation of doves and, presumably because they look so wise, a Parliament of owls.

Now consider a group of Baboons. They are the loudest, most dangerous, most obnoxious, most viciously aggressive and least intelligent of all primates. And what is the proper collective noun for a group of baboons?

Believe it or not ....... a Congress!

I guess that pretty much explains the things that come out of Washington!

Public support, any measure to hold Congress accountable is fruitless. The problem is, the American poeple don't care enough yet to learn thier own Constitition, therefore why should they care if Congress violates it or refuses to enforce it! And this is exactly what is going on right now in our government! Your doing the right thing in raising an awareness of this!
